Do a complete stage zero first.
Make sure you flush your intercooler too, this sounds a bit like it could be a heatsoak issue.

Alarm System Service Required - P1 Volvos
I think I may have stumbled across something while driving it around. I had the windows down and no radio on (no ac due to bad fan blower resistor and broken glovebox + no code for radio reset after battery disconnect = quiet time w/ me and my Volvo). So with that, I heard a fluttering sound. So, that triggered a memory of what I've read on this site before - failing CBV. I looked to IPD's site and they said:
Symptoms of torn or failing factory CBV's are:
•Delayed boost developement or low boost across the board
•Fluttering or surging when closing the throttle when in boost
•Erratic boost developement
I'm wondering, could this be the root of my problem?
