Information om Swedish forums suggest they're turned off if an error is present. As a precaution since errors could mean faulty deployment and airbags are dangerous. I haven't seen hard confirmation anywhere though.

Assume they are off since you would usually not know if the fault was active or not but in cases of only light circuit fault they would work. The failure management is not disclosed by Volvo or other car makers but I have known of Volvo and other maker's products with airbag codes and light lit and the steering wheel airbag deployed when wrecked. It makes sense that if you have, for instance, a side impact sensor with a constant input value indicating high G force laterally. The crash sensor can't make a side airbag or curtain decision in that case. It is not in the best interest of any car maker to not have safety equipment stop function when there is not a defensible reason to do that. If the system has any real risk of operating when it shouldn't and that could be a factor of distraction to cause a wreck, then they would have to cancel operation and would have a very good legal basis for doing it.
