1999 S70 OBD2 Not Ready, state inspections CT NY CA

And more update. My car passed NYS upstate inspection with the EVAP cycle NOT READY but no codes either pending or showing.

What you are referring to is what use to be called Appendix J. It provides info for the tech on how to bypass the Readiness on their Smog Machines. The shop I've been using, a couple really young guys, have never heard of it but said they would try it and it worked for my 98 S70 T5.

Page 1 Table 2 was the method used to pass my T5.

The EPA (Federal) memo has to be accepted by the state inspector of course. In NY, the DMV website explicitly links to the federal EApA memo but never says that they follow this practice.

I asked my inspector (independent) and he confirmed my 1999 could pass with two circuits not ready.

This is good to know for those pesky "show up every 4 month" codes and if your evap code won't go ready.

I did get the drive cycle protocol and have to say it would be tough to drive that exactly on any roads where I live, unless I drove way out into the country.

I reread both links in my earlier post and neither show the 99 Volvo so not sure if they were considered problematic? Wonder if the EPA Federal is different. In CA you can only have one Readiness Monitor not set.

Every state sets their own program, so indeed, you have to check with your inspector. The 1999 MY does not show up in the CA Appendix J.

In my case, an older guy knew that in fact NY does follow the EPA protocol. They connect the car to the NY DMV via server but then can over-ride the 'automatic' failure code generated by the NOT READY status, so this state has its act together at least.

I had the same problem with my readiness monitors a few months ago. The drive cycle listed in this post worked for me.
