98 v70 GLT ECU "not ready". Can't pass inspection

yes, right, sorry...2cndary air.
So, did a third lap the best I could tonight. No success. Still not ready.
Stupid idea but here goes; If I disconnect the battery (then re-connect) could it potentially/possibly reset the prior reset (erasing of codes)? or is that going to just set me back 500 miles?... Or would it have any effect at all? Just shooting in the dark here.

A buddy of mine hooked his '98 up to a battery and took the car to smog. Of course it failed almost every level. So he and the guy was shooting the breeze while the guy tested and fixed the gas cap. About 10 minutes had gone by with the car still hooked up to the machine via the OBD2 PORT. They went back and checked the machine and ALL reports were READY and passed (the car was running the entire time).
So, if the car fails, have them let it sit idle on the machine a few minutes and see if that causes things to post ready and pass.
I recently purchased a '98 GLT that had not been run for about 3 years. Replaced the head, tossed a battery in it, drove it for about 100 miles, sold it, and the guy took it to smog the next day and it passed. I don't think they ever cut the car off to smog it.
So, if the car fails, have them let it sit idle on the machine a few minutes and see if that causes things to post ready and pass.

My 98 AWD, basically same engine/ECU takes 2~3000 miles before all the indicators go ready. It's nuts. I did get it to go ready via the drive cycle once last year, but have not been able to get it to set like that again. The odd thing I have had happen was last month I still had "NO CODES" but NOT READY for all the OBD things. I accelerated very hard with a cold engine and triggered a flashing mis-fire code. When I hooked up the scanner to clear that code I checked readiness and EVERYTHING was in a ready state ?????
Very confusing. I reset the CEL from the misfire and of course all went NOT READY again. I tried an experiment (unplugged MAF) to see if I could get it to go ready by triggering a real fault but that didn't work. I haven't tried to invoke a mis-fire again though and am not sure I can. I have always had issues getting readiness in this car. It had been suggested to me that my O2 sensor maybe should be changed because it is very old and yes, it does seem to not fluctuate as quickly as others I have observed.
This is all anecdotal I realize, but the 98's are know to be very difficult to get readiness set even after months of "NO CODES". I have no solution other than a well placed $50.00 bill.
