Just a follow up.
I ended up following MrPc's suggestion/method to try to repair the cable/reduce the voltage drop:

Other than perhaps the less than desirable result that a lot of solder wicked up into the cable strands beneath the red/original insulation, it, so far at least, has reduced the voltage drop to 0.09 volts and the voltage being delivered to the battery is now 14.02 volts. i.e. much better than before
Will see how it works out in the long term. Will be interesting to see if it has any effect on the starter issue. i.e. the starter would also have been getting less than full voltage with the high resistance in the cable
