Unless you know the source code in the ECC, which I have never seen, I don't think you can guess that powering up the ECC should light those lights. These things are all logic controlled, so you need to know the conditions needed to power up. Leaving logic gates unpowered/ungrounded can give all sorts of unpredictable results.

Yeah I wasn't sure what to expect by powering the ECCs separately. I guess I was hoping to see the lights flash logging fault codes for missing sensors.
I have another ECC and Blower Module inbound from a wrecker. I'll keep you all up to date on the results.

Hello all.
I just received the second ECC from the wrecker and this one seems to be working (fingers crossed). I'll drive around with it for a while before pushing it all the way in to the dash, but I'm feeling optimistic. Thankfully the eBay seller is willing to take back the defective one he sold me. I'll probably start stockpiling a few of these things for the future.
Thank you all for the support in troubleshooting this with me! I look forward to many more adequately climate controlled road trips in the future.
