Ignition Stuck, Steering Wheel Locked after the "Mod" ('98 V70XC)

I think the "detent" (such as the distinct stops @ Position I, II, III) is determined by the electrical portion of the ignition switch, which itself is about $60 at dealer.

OK, ignition is "fixed" - kept prying out pieces until everything freed up. There were more pieces interfering with the operation than just that single "common" tiny one. But it wasn't the tumblers - ignition still turns only with the key, and with 'detents'. Steering wheel is free forever (lol). Retains pretty much the stock appearance.
Gear shifter is just sticky, I guess, wasn't related - I'll deal w/ that later. On to the fuel pump change... (different thread)
