I think someone earlier had that panel off amdlost the original screws.

I would leave the trans oil line alone, it’s going to take a long time for surface rust to go throughout the pipe, like a decade.

I don't think these rust areas will be a problem unless you are in a coastal or area that uses lots of road salt. If you want to do something for the rust areas, mask off the areas and spray with primer/paint spray can. It will slow down the rust and look better. I would use a flat gray.
