You will often find voltage at the load side of a disconnected fuse because of cross feed from loads with ballast resistors , diodes, etc on other circuits. If the fuse is blowing, you have a short or a failed component.
Disconnect the component and that leaves the wiring.
Often shorts are intermittent and so ohm testing won’t show them, the left rear pillar wiring is a classic example

Ok everyone - thanks for all of the advice! I removed the reverse light bulbs, disconnected the PNP wiring harness and tested pin 5 (to reverse lights) to ground - no reading (OL) - no continuity - so no short in the wires between the PNP and rear lights. That left the PNP itself. Got one from FCP - it arrived this afternoon and I put it in - everything is back to normal! I'm glad I opted for ordering a new one, because the old one that came off didn't have the screws on the back to take it apart... There were 3 different part numbers that all say they fit on my 2000 V70 N/A, I ordered the cheaper one (still genuine volvo) which was PN 9495007 - it said only for Aisin Warner AW55-50SN/51SN transmissions. That one was $123, the other two were $181. Worked perfect. Special thanks to BEJinFbk, abscate and SuperHerman - all of your help is much appreciated!
