U.S market had them earlier...i think from '94.

Regarding the rust - You could try a 50/50 solution of ATF and acetone. Shake well and apply. Seems to work surprisingly well.
Looks like you might need a grinder to modify the head on at least one of those screws so you could either grab it with vise grips or cut a slot for a large slot head screwdriver.
