My measurements were 30 min after disconnecting the charger.
2004 V70 2.5T 100K+

it needs to be measured under load, an automotive meter with built in load resistor...and leave it connected until it stops dropping.
I paid less than $40 for my Innova meter, you can see it shows 12v load setting on the dial.

- Brand-new battery, same problem, starts then stalls in 2 sec.

- The problem is: car is 1,500 miles away with my kid in college.

- For those with PEM failure, do dealers replace a whole bunch of parts before getting to the PEM?
How do they know it is PEM?
Do they have a spare PEM, swap it and if car runs, diagnosis is made? This way the diagnostic fees are cheaper...

They put a fuel pressure gauge on it and monitor it for 52 psi

Where’s college? Nearby one of us maybe?

So, if the P < 50-52 psi, they go through the usual motion...

I read somewhere in the forum that Volvo dealers have to replace certain parts (? CEM, ? fuel pump), before they are "allowed" to replace the PEM. Basically a diagnostic sequence prescribed by the Volvo God HQ lol?

PS: With the PEM problem so common, I wonder if dealer or indy shops should have one lying around only for diagnostic purposes?

Just to UPDATE this thread, the culprit was the PEM!

I read abscate's thread on PEM and mine was the same, intermittent stalling etc.

- Next day, car started fine.
- Nest day at startup: stalled after 2-3 sec!
- No CEL codes.
- Got a "new" PEM from junk yard (PN 30769225) and installed it.
No problem during the last 2 weeks,

- So the culprit was a bad PEM, which lasted 16 yrs/120K or so.

PS: For those with similar cars, my advice is to get a good known PEM from ebay (~ $50) or junk yard (~ $15),
test it in your car to be sure it works, then remove it and leave it in the trunk as spare for long trip.
If you have the metal fuel tank, then buy a 7-mm socket and leave it in the trunk as the tool is needed
for this job. A pair pliers work too, but the 7-mm socket makes it much easier. I posted details in forum.
