Yea, that could be. If you look at the bottom of the shoes and they are not seated against the lower hub flange that is definitely it if you have loosened the center console adjustment all the way. The only other suggestion I can give you is to take the shoes back off and try to yank the adjuster cable from the other waySo possibly, if the cable is indeed bound up inside, the actuator is still in the position it was when it had to accomodate the old worn brake shoes. Could that be the reason I can't fit the rotors over the new shoes?

I was thinking about trying to yank the actuator off and drive around w/o an e-brake till I find a new cable. It's very expensive through the dealer, so I think I'll try it myself.
