2003 XC 70 key won't turn in the ignition at all.

Exactly! When you drill the holes you should actually see the ring that you need to compress.

I think a one armed person without friends might be able to use short pins in each hole and draw them into the body using a hose clamp to compress the ring. Then lift the assembly from the body.
Easier to have friends help, but sometimes no one is around.
