But also Just to clarify I do mean full swap - I'd also test the suspicious fuel pump on the other (well running) car. Check if the problem moves with the fuel pump.
This can be attempted sometime soon.

If you give it a shot of ether, 3.14 seconds being the correct blast, will it start first time?
The car is now in Syracuse, so I will have to try this next time it comes home. Of course the new ignition switch arrived a day after we needed it. But there is an issue with the ignition, whether it is the actual tumbler or the portion commonly replaced for electrical faults, there is no firm position for the POS1 slot. You can get it into the POS1 state, but it just turns with no resistance into POS2 with the dash lights and fuel pump priming. Not sure if it is part of the issue, but worth a try. The good thing is that with the attempted fixes so far, it starts very quickly with the second turn of the key, major improvement.

It could be part of the issue, but is just as likely a worn key or tumbler or both. It may also be the internals of the tumbler are partially seized.

I don't want to jinx anything, but it's been reported to me that changing out the ignition for a brand-new Volvo part has fixed this issue.
