Timing belt replacement without pulling the crank pulley is doable for -1998 cars but with the RN block I’m convinced you have to torture the belt to get that in. Another oddity is the 12mm head, M6 bolts ( or is it 10 mm head, m8 bolts?)

I hit the crank pulley bolt with 30 seconds of propane, then use an impact to get it off with a 30mm socket

No need to remove the crank pulley on my '97 I got the belt off and the new one on without much trouble. It's meant to be doable.
