Thanks, Lee. I posted the same question over at Volvospeed and an answer hasn't shown up there, either.
I'm not going to worry too much about it, though, as we are currently getting 21.2 mpg for in-town driving. I'm ready to do a road trip to see what highway mileage will be.

21.2 for city driving is about the best mileage I've heard for these cars.
I suppose that maybe the real issue then is that the car is still sluggish?
Get it on the highway and open it up and burn the cobwebs out.
You'll probably get 30mpg or close to it for highway mileage if you don't average in the city mpg.

In town for us does not include alot of stop and go, fortunately. If it did, I'm sure mpg would be lower. Absolutely no complaints; going from 13-14 mpg to 20 - 21 is wonderful, especially with gas prices predicted to go up significantly this year. On a short highway trip (10 miles), from start to finish, we got 24 mpg.
Also, I did open it up a little last night on a short open stretch of highway with no other cars around, especially those with blue lights on the top. I floored it at 40 mph and within about 10 seconds (time is a guess), and the turbo at full boost, I was at 85 mph. That is the first time I have done that and the car literally seemed to just take off.
It's running better than ever. Now to work on details like getting all the radio lights to work, and also having to deal with three other cars complaining that I don't love them any more.

Glad to hear things are like they should be. To keep things in order, you need to drive this at or above (at least slightly) the posted speed limit on the interstate as often as you can for 20-30 minutes at a time. Our cars really do need that to keep things open in our breather systems.
