The timing belt should hold the cams in place. So maybe you already have the belt removed?
If the timing belt is removed, hopefully the crank is on the mark. If you keep the crank on the mark, then you can rotate the cams all you want just make sure to put them back in time before you put the belt back on. In other words, do what it takes to get the bolt off (shouldn't take much) then put the cam back.
