The silicone sealant is for the circuit board where the original gel is removed for soldering access. What I'm calling "gel" is a silicone sealer with little adhesive to it. It is not a product you can readily find and if you do it will be in a large quantity. Clear silicone sealer will do well to weatherproof the circuit board.

I didn't run a string line but I've rebuilt many engines before, checked and alined the marks several times over the last 6 months, and am pretty confident they are right. I appreciate your interest but I'm now searching for other causes. :)

You may have those timing belt guide washers switched. I'm thinking that the washer with the timing mark doesn't go on last. But I don't know for sure if it would change the location of the timing mark.
nope, one of them (with a notch) has a hole for the gear alignment pin to fit into the harmonic balance. They can't be switched.

I highly doubt it, but you might go to local salvage yard, and find another dizzy, and Chrysler ignition unit.

There is a test here to see if hall sensor is working or not. Might scan thru that Volvo Maintenance FAQ, but keep in mind they switch from older to newer vehicles.

My experience with hall sensors is they work or they don't. I'll be gone for about two weeks.

Hall sensor for that one is easy to check. The middle wire is the signal. It should be 5V/0V/5V/0V etc as engine or distributor shaft is moved.
The distributors do not all have the same shutter wheel. Some are 70/30 and other are 50/50. The ignition module must have the shutter wheel correct. As I recall 83 and 84 have indentical distributors on the B23F but the shutter wheel is the wrong open/close percentage. Be sure you get a B230F distributor if you get a replacment.

It only takes a few minutes to bring up on TDC, pull distributor cap, and inform us where it (rotor cap) is pointing.

I deal with mechanical aspects before leap-frogging into electrical/fuel issues.
