Curiously I have an Auto Enginuity PC based diagnostic tool as well as my chinese quicky code reader. I haven't used the good system in a while since the laptop it needs has to be plugged in all the time to work. I just now took the time to bring it out to the car and hook it up. The chinese code reader says no codes but the Auto Enginuity says I have a pending P0455 gross leak. I know the chinese one will show pendings but for some reason it is not picking up the P0455 code as pending now. I strongly suspect this is what is keeping my car from going ready. The P0455 is notoriously a PITA to find but now that I see this, I may just spend the money and have the beast smoked. So what this leads me to think is that certain OBDII readers may have trouble picking up pendings and perhaps the pendings are transient which could really fowl up setting the thing to ready. Who knows, a theory anyway.

You can have two circuits on your 1998 not ready and still pass inspection, IFF Rhode Island follows the Federal statute. I'm pretty sure it does. NY does and I passed my 1999 with evap not ready in May 2014

Oh yeah, my car always passes inspection IF I can get the bulk of the setting to go ready. But this situation nothing is showing ready. Mmmm, but wait a sec, I didn't think to check readiness on the "good" meter, for all I know, maybe O2, cat etc were actually in a ready state. I'll have to see if I can hook up the good thing and check again next week.

Just got S70 to pass after working on it for 5 months and 5 test as Not Ready, Maryland just changed software at emissions station to allow test even if OBD says not Ready. Emission is fine just some emission states will not allow test to be performed. You need emission officials to work with you to get car thru. I never could get car to show Ready, even drove around with OBD connected. Brian

It does seem to point to a crappy OBD scanner. The Auto Enginuity is indicating O2, CAT, everything but EVAP as ready. Pending P0455.
Chinese obd scanner says everything NOT READY and nothing pending.
In RI his is good enough to pass. I bet my inspection station is using something better than a $20.00 OBDII scanner and it sees the same thing as the AutoEnginuity scanner.
The P0455 is screwing up my fuel trims though as the car feels a little down on power. On the rare occasion where EVAP went ready, the car started to feel like it grew an additional cylinder.

The readiness monitors are notoriously difficult to set on these cars, which is why many states (including CA) disregard the status of the monitors. This is one reason I love this car, I can clear any codes in parking lot of the smog station and still pass smog. The drive cycle is recommended but certainly may not get all monitors to pass, even if done perfectly. I've found that just driving it normally for awhile will get the monitors to pass eventually.

I"ll just continue to drive, and maybe take to a Mech of my friend's...as he says he may be able to "work with me" in some way.
However, last night it wouldn't start....for the the first time since I have owned it. ....so off through the forum I go.

took to a mech. he couldn't help, but did give me a "used" sticker from another car he was working on which bought me a month....at no charge.

If its 2 or fewer, you can inspect and pass in NY.

Dear Truck,
There is a flywheel adapation procedure. You need to do this first. It is not easy to do. Do a search for the procedure. Basically the cpu needs to learn between a coast down and a miss fire. With a auto you need an empty highway and third gear. I will never disconnect my battery again.
