I got the breather hose replaced and placed the glove on the oil cap and revved the engine. To my disappointment it stood up. Is the pcv system the most likely cause of the crud under my oil cap?

Yes it's very likely that the PCV system is to blame. It's a bit of a job if you decide to DIY, but well worth it in the end. Your engine will be QUITE happy. When I did my 98 S70, the difference was LITERALLY night and day. Good luck.
