Which monitor is not going ready? In CA you have your own rules which allow leeway to the inspector

Yes, flashing does require special equipment http://m44.wikia.com/wiki/M44_Wiki

"Not ready" is different from the zero I referenced. "Setting the count to zero" means the monitors will always show ready, it can only be achieved by flashing the ECU.
