If you swap the whole CEM, the software from the old CEM would need to be cloned to the new CEM. Not if your just cannibalising non-data parts.

The current one can be copied and used to clone the used one. Xemodex does it but it might also be something Doublebug could do.
A used one stuck in your car would do very little. You'd get functionality that you get now if you do not use the key in the slot. The key recognition is stored in the CEM so anything that needs key authority would not happen until the CEM is cloned. There is also some other things that are in a security loop requiring the ID code of your current CEM and the current CEM's approval of the other security modules. The remotes are also CEM stored. What I'm referring to is a purposeful pain in the ass. When electronic keying is done in place of physically cut keys they put things in place that are difficult to defeat and if defeated for theft then it is costly to get full function back in vehicle. If you make a car a royal pain in the ass to steal then thieves go steal the ones that are not so aggravating. "Don't fuss with that Volvo, get the Trabant next to it"

so
Sorry it took so long to respond. You know how it is. Once you fix a problem. Its not as important to reply.
But I finally found that the ECM relay must be faulty.
So without spending a ton of time and money. I decided to install a small "reed" relay and a magnet at the "R" of the shift to turn the revers lights on.
Sounds complicated but was much easier that removing the ECM from the car.
Seems to be working fine. At least the car passed NYS annual inspections.

I just want to say thanks a million for all your advice and help.
It was very helpful in figuring out what to do with the wiring.
