Hey everyone. I just wanted to close the loop on this one. Turned to be the infamous B+ cable that goes into the fuse box. You can see the corrosion and the burnt wire casing.
I read some of the repairs on here but thought it would be best to just remove the whole thing and replace it with a new one from FCP. It was a little bit of a PITA but honestly not too bad. Maybe just because I was happy to figure out the issue and get the car back on the road. The hardest part was breaking everything lose in the fuse box to disconnect it and move to a spot where I could yank it out. I did not remove the rubber grommet. I was able to bend the battery end so it was almost straight, covered it with electrical tape to keep the sharp edges covered, sprayed some lube on it and the other wires in the grommet and it slid right out. Reverse procedure with the new wire(s).
I refreshed all the other ground points as well while I was in there.
Thanks to Abscate and my local mechanic for steering me in the direction of ground points.

Ah,yes.
The truth here was the lack of cranking being caused by major electrical issue.
The nose attached to the Volvo horns sniffed correctly for a change
