Also one other point, to answer the question above about if keys are programmed the same as VIDA, yes they are. It's extremely common for people to reverse engineer the factory software and create their own standalone software that performs the same functions and often in a better and more intuitive way than the factory software. I haven't used anything other than VIDA but I wouldn't have a problem using another program.

I bought the replacement key on amazon:

had the key blade cut at a local locksmith, and then programmed the chip and key fob by Vdash. It seems like you still have the physical key, just messed up the fob?
However I think Vdash might need at least one working chip key to crack the computer first. If so, I seem to recall that the mail-in service aforementioned can take your CEM and program the key for you. A real VIDA subscription would work too, but seems like most Chinese DICE clone don't work with it. I'm not totally sure with any of these though since it's been a while since I did it.

I wasn't sure what I could post but, here is where I'm at
Closest Vovo shop non dealer is 200kms they wanted the price for the key from volvo +80$ programming and 120$ labour for each key. For the remote programming was another 200 for the fob and 80$-120$.
Crazyness
Dealer was $470 for 2 flip keys cut to my car and programmed, including 30 mins labour and a 60$ for software they are 400kms away, That's a long tow.
A key shop the same distance 400kms said they could bench program it if I pulled it out of the car provided the key, ID, car ownership they want around $400 for just transmitters and cut keys (This will be my fall back option)
I needed the Dice cable anyway so I ordered it (It the lead time to get it could be up to 4 weeks)
2 flip keys from Volvo (ID, Picture of me with the ID, Picture of car, ownership LOTS of pleading with)
2 Ebay flip keys with transponders
I might use VIDA to program the keys from Volvo if I borrow a Dice or it comes in before the ebay keys, but am more interested in D5T5 they also offer tunes (Anyone try them?), I asked the dealer about the Polstar Tune for my car and they want almost 1500$. I saw a Youtube vid of someone comparing the Plostar to the D5T5 and he likes the D5t5 better.
I can keep you updated if you want. Again I'm not sure what I can and can not say on here. It's taken a lot of research to get this far.
I think after this I will contact CAA (Canadian AAA) and offer my services, no one should have to go through this.

Darn, I did not see these (more expensive but a better lead time) I ordered off Ebay (I'm glad they check with me the FCC# another thing I wouldn't have thought of. I ordered a Dice from Amazon, then the delivery went to over 4 weeks. So I found another site, it cost me 50$ for shipping so I should have it and the Volvo keys next week. I have asked this question many times and never gotten a response (yagger if you're there, we need you)
Can a mongoose JLR perform the aforementioned duties?
If so I could easily loan you mine, purolator probably $40 each way but it would be 2-3 days I imagine.
I also have a spare key if you need it but unfortunately no spare transponder chips.

Unless your shop has a proven track record of programming these with a VIDA subscription make sure your money is protected. I believe the p2 FoBS are also PIN protected so your eBay gobs should come with that info

Thanks @br0dy519, I appreciate the offer, I ordered another one and paid for express shipping. I guess I'll have an extra one to sell later.
Thanks for the heads up @abscate, the Ebay fobs and key is supposed to come with transponder and fob codes. I didn't want to take any chances that's why I ordered pre-cut chipped OEM keys from the dealer, If I can program the Ebay Fobs that will work I'll just attach the OEM Keys/transponder. If not At least I still have my origional key fob that works so I will attach that to the new OEM Key.
The only questions is do I use Vida or D5T5 to program them.

So it seems like you can at least drive the car now, with the OEM key. Also with the already programmed OEM key d5t5 can program the fob no problem.
