Through that hole there is free gaseous exchange between the air and the system, which means that very quickly all of the R134a will be evacuated. There is no R134a left in the system, so none will escape when a vacuum is pulled.

You have to choose: legal or illegal. Must be one or the other. Can't be both, can't be neither. From all I have read, the actions discussed here are all entirely legal.

I hear you on the warning and sounding board, IMHO a good discussion includes hearing what may seem to be the devil's advocate, so you are really helping out the OP and others who will read this thread down the road. :)
I agree with you about being informed and I was not really or hoping to play the devils advocate as the EPA is funny about this. They use words such as "knowingly", "technicians" or "person" such as in this sentence "How can I file a complaint against a company or a person venting refrigerant into the atmosphere?".

When you evacuate a system it must be attached to a recovery tank otherwise it is considered venting. The law does not restrict the purchasing but  a technician is suppose to be certified but there is that any "person" venting... Restrictions on purchase is to CFC by Certified Individuals but not HFC's. They've got themselves covered by double speak as in persons and will let you off potentially the first time because you not knowingly vent. Sounds like don't meet an EPA guy on a bad day kind of deal if you ask me but that Recovery Tank in the professional machines is used whether your system is opened or not and is there to fulfill a requirement!

When the system leaks it is considered a failure where as intentional venting is by human action. Anyway, here is the link to the rules. Not So Happy Interpreting :? about legal or illegal.

I remember seeing a Suburban with one of these on it when I was up north.

Kinda ironic...you'd think they'd have been in a Prius or something instead...

Reminds me of Clinton's VP! In the coldest of winter CA has no fireplace (wood burning) days and no one burns even though the Environmental Gestapo is not out patrolling.

Wow! Great site, just become a member.

Tried the cable tie/zip clip method and its worked a treat, nice cold air!

I've got a 1999 V70 and the compressor had 3 flat, circular spring tensioner type things on the outside of the clutch body.

Accessed clutch from underneath car by removing black plastic 'undertray'. Used a sharp chisel to open a gap between clutch plate and springs enough to insert a 1 inch piece of zip tie between 'spring' and clutch plate so closing the gap of clutch plate and pulley wheel. Perfect.

Hope this helps anyone with a similar problem.
