I know this is a rather late addition to an older post, but I have a note to add that may help some folks. (I acquired my volvo in May of 2019)
On my 1999 V70 XC AWD, there is no dedicated adjuster hole to access the toothed adjustment wheel. Instead access is via the lug bolt holes. The adjuster wheel is not at the 12 O'clock position. On the passeger side, the adjuster wheel is at about the 3 O'clock position. On the driver side, it is at about 6:30 to 7 O'clock position.

That’s a bit bizarre, as the design I’ve seen on my 1999 FWD has the two adjuster wheels only about 5 cm apart on a common tube. Is the AWD parking brake setup different in are there funky parts here?

I don't remember where the adjustment cylinders were on mine, but I believe they were still at the 12:00 position on my car. There are not pass through adjustment holes on the rotors though, you need to remove them to adjust the cylinders.

I didn't pull the rotors to look at the parking brake parts / setup; I was only trying an adjustment. When I went to do the adjustment and the instructions in this thread didn't seem to appy, I did some hunting around elsewhere on the internet and found a reference to the star wheel adjusters being at different positions and needing to access them via a lug bolt hole. I don't remember the source and I can find a bookmark for it. But at least it seems like the setup is stock. The fuel filter placement and access to it is different than in any posts I've seen too. So it looks like volvo made some changes when it designed this first gen AWD.

The AWD and FWD parking brake systems are similar but different. RocBar is correct. The adjustment for the parking brake is done through the lug bolt holes. I had to tell a dealer how to do this as they did not know!!

The parking brake cable on a FWD access the rear brakes from the front of the back plate behind the rotor. The AWD parking brake cable comes in perpendicular to the back plate behind the center point of the rear axle. The way the parking brake operates is also slightly different inside the rear rotor hub. It is more complex.

They both suffer from the same issues. The lack of maintenance and the outer and inner cables seize when the outer cable splits where it mounts just forward of the rear wheel on a FWD car and where the cable is mounted on the rear subframe just forward and inside from the rear wheels.
