The congressionally mandated review panel cited Boeing's headquarter move out of Seattle as an issue, and in a point that surprised me, said their failure to include pilots at the table was a contributing factor to the organizational safety failures. Ignoring pilot input was apparently seen a management technique. After all, what do they know ?

"But detailed documentation will not be headed to NTSB because Boeing doesn’t have any. Sources with knowledge of the probe told Aviation Week that Boeing has provided all the paperwork that exists related to the mid-September 2023 rivet re-work during the aircraft’s production that required opening the plug. The work’s non-routine nature meant it was not documented in detail."

There is a recurring idea about major failures that they typically are the result of a series on minor failures that compound the problem. If the rework was not a standard process, there was unlikely to be a standard process for documentation.
My cynical mind says if there was documentation by individuals (but not official documentation), then it was filled away as CYA for individual protection.

I think it was a 777 that lost a wheel yesterday, then today I'm seeing reports of a MAX that had a collapsed landing gear upon landing in Houston. Went into the grass, didn't look good.
