CRC make an electrical contact cleaner. If you use throttle body or brake parts cleaner you risk breaking down plastics so I would definitely go for the CRC product.
The aim here is to check that each and every pin is protruding by the same amount and has no corrosion. As they are difficult to look at properly I would just give them all (males and females) a good scrub with a toothbrush soaked in the CRC product then give them all a final spray.
Also putting the controller in and out repeatedly will help to scrape any corrosion especially on the females you can't reach.

That's the transmission computer. Won't hurt to clean it also.
I just had a customer come back with a 2004 XC 70 after battling P2111, P0221, P0121. P2135, P0638 (all throttle body codes) We had already replaced MAF and TB with new Bosch units.
One thing was peculiar; her car also reported a CEM-1D04 which is ECM faulty software. The ECM software had already been reloaded by an indie garage.
Just today I removed her ECM and cleaned the contacts thoroughly as per jimmy's recommendation for this type of problem.
The CEM-1D04 is now GONE!! I drove it for half an hour and stopped/started it at least 10 times and rescanned; no codes. This looks promising for you also. Hope it works for you as well.
Just watch for bent pins before placing it back in the car as the toothbrush can be a little physical with the pins.
I've attached a really bad 2 dimensional impression I drew of an ECM pin. The yellow area is the scrape area or contact area of the female spade connector. This is typically where the factory coating gets scraped to reveal the brass/copper metal pin. As you can't see this side of all the pins you are mostly guessing at whether they have corrosion. The females on the car are of course totally hidden by the plastic housing, so the strategy is to try and use the toothbrush as well as spray them.

Done
I cleaned both male /female. It looked like new, bery clean.
I installed the CMU back. Started the engine (after a 1 minute key on no ignition )
A lot of bing bang (as if you have some sheets of metal colliding) then the same oscillating rev story!
NO CHANGE.

Obvious question but necessary. Was battety disconnected while removing/re-inserting the ECM?

Yes, the battery is disconnected almost all the time. Except when I am ready to ignite the engine.
And yes I realized I had more errors then before.
And all I wanted was to clean the PCV and why not, while I'm there, clean the TB as well.

Did you have the key at Pos II when reconnecting the battery? Most Volvo modules (especially CEM) don't start properly unless you follow this procedure.

Yes the key is in position II before the jolt runs.
As I said, it starts with couple of bangs then goes into that oscillation rev or it dies after 3-5 seconds.

The codes/errors are more crucial than how it sounds, and it's not a known way to diagnose unless you have no codes.
Try another reconnect of the battery to see if the CEM didn't start properly. Next I would pull ECM and check for proper seating and/or bent pins.
I've heard of corrupted/faulty CEMs causing no-start or poor running situations. After trying above I would try a reconnect of CEM (behind dash panel) to see if it's a corrosion issue. Failing that CEM may need replacement.
You could send to XeModex. Call them and see if they will assess it/test it before repair for a nominal fee.
