That's so they won't fill up with water, I expect. That's the way I see most horns mounted. although if further back in the engine compartment they're not quite straight down.
Thats how they are on all cars that I have seen. When I tilted them very much to the side on both my Honda and volvo, they dont work right. I HIGHLY recommend buying Wolo low tone and/or high tone horn to replace those farts and I know exactly what sound you are talking about. Yesterday 1/13/23- I reinstalled the hL wiper motors, removed 1 factory horn, then installed a Wolo low tone horn, and both headlights onto the core support. I installed the core assembly on the car. I installed the radiator fan and fan control relay. I connected all wiring harnesses except horns. I rewired the horn wires to accept both an aftermarket and factory horn. This easy-to-swap setup can accept 2 factory OR 2 afm OR 1 factory and 1 afm horn. I installed the turn signals. I installed the original metal bumper. Finally, I ripped the red v70 down west main st and then down east main st. I smiled lots while ripping it across town. I enjoyed it. Thats what I did on Monday.

Oh no I just walked out and took a picture to show the progress I made. I did all the work the night before or night before that. And it has been between 55F and 64F mostly with a few cold days here and there. Today was a high of 77F and tomorrow will be a high of 45F. I HATE OKLAHOMA WEATHER.
It was not cold but I do like working during afternoon and evening up until 10-11pm. This was an adventure! I enjoyed all except finding out that the 21&26mm couplings to the ac drier were stuck together. The 99 donor had a decent unrusted drier, but the one on the red v70 was rusted just like so many other things. It was bought new in Ohio.
Yes that's a good point and the sound probably bounces off the road surface. So really it's the horns themselves which sound more like a musical instrument than a warning sign. You could just imagine someone on stage saying, "beep beep", in a very very low volume, medium pitched voice. Never had a horn that milky mild before.
