What could be causing oil leak? (Low miles)

So I have a 2016 S60 T6 R-Design (twin charged) about 65,000 miles and its got oil leaking from behind crankshaft pulley area.
I did check the PCV system to be working by putting rubber glove over oil filler neck - It has very good vacuum at idle. So PCV is working properly.

I didnt take it apart far enough to remove the timing cover and see if its crankshaft or camshaft seal that is bad, but contact a few local shops to get quotes, still waiting for responses, but so far I got one shop quoted me over $4,000 (USD) and another shop said they cant do it because they have never worked on the 2.0L engines.
But- both shops were surprised that it could be a crank or cam seal leak given that car has only like 65,000 miles

vehicle history: It was previously flooded, dont know how high the water level got, purchased from a shop/ dealer that rebuilds auction cars.

So my questions are:

1- If its low mileage and seals are good, what else could be leaking oil in that area? What could have caused it to leak? Flood = Rust, it got on the shaft and rough surface slowly destroyed seal?

2- I have rebuilt a civic top end, and plenty of dirt bike engines (with manuals for guidance so theres no chance for mistakes) so I understand the concept of timing. Will I be able to rebuild it myself using basic shop tools, or is the special and expensive volvo cam gear tool an absolute must?

3- Anyone have links to videos or guides on doing this job for the newer 2.0L ? I spent hours on youtube but all I can find is the older gens. I dont want to miss something critical on the timing so want a guide specific to this engine.
