So I started.
1. Battery- check it, check it again - It good.
2.Starter- new one.
3.Fuse and relay. check it.. It good.
3.5 Fuse on the battery- broken. So I brought a new one. Put it on. Nothing.
Check engine 163 021 008
4. Alternator -???
I had a stroke so ....

I am not sure how much help I will be, but your codes seem to point towards a cam and/or throttle sensor issue, or worse so, a timing issue between the cam and crank shafts. My experience has been that it is the sensor going bad that leads to the fault. I am not sure if the throttle sensor can cause a non-start, but a cam sensor certainly will. Many on this site use the Vida, which is the gold standard, but personally I use an iCarsoft device I bought on Amazon for about $130. DTC codes only give you a glimpse of an issue especially on later models. Getting codes off the Volvo side of things will likely help in further diagnosing the issue.
