Ok first things first; I have never had a key fob, only 3 regular keys with transponders.... Which are now defunct due to EX throwing a narcissistic pout stomp and destroying all 3....
I have no way to start my car....I called triple AAA and the locksmiths "don't deal with Volvo keys", so that's out (and by 'out ' I mean that's the last membership I'll be paying for)....
Anyway, I'm trying to figure out my cheapest option.... I'm in Naples, Florida, so of course everything is 10X the cost.
If I order a Volvo key fob, can I really program it myself? I've seen multiple posts saying YES, and some saying NO.
If I had some kinda guarantee that I could do so, I'll order one...but I'm skeptical, and broke.
Any insight would be greatly appreciated.....

I had BTW keys made (blade key only never had, wanted or needed key fob) via local locksmith. Car gave me the same message, "start prevented try again". I put out $700 for this ....I couldn't afford to have the Volvo dealer open the driver's door at this point.
Battery was tested by tow truck driver, is 2 months old and is genuine Volvo part.... have lights camera, no action. Have factory service manual and am literally going through it page by page....
There's gotta be someone, somewhere with something that could help me diagnose this... I do have OBD2 scanner tool, which I've used several times, but it just shows nothing.

No you can't program it yourself. But it's possible. You just have to buy official VIDA with DICE and pay for short time of Volvo's subscribe (3 days).
Or find electronic geek who can grab keys code from CEM and write them to chips ID48. Or write new keys from junkyard to CEM
