1995 Volvo 960 No Flow Through Dash Vents Heat/Air Conditioning

I bought this car a bit over a year ago and had a lot of work done to bring her back to life as a daily driver.

One remaining problem - I get no flow from the dash vents for air conditioning or heat. This seems a common problem, with many different solutions proposed in other forums.

I'd like to get the problem fixed by summer. I get air conditioning and heat flow at the defrost and under the dash and it's sufficient to heat, but not cool the car on a hot summer day.

Any thoughts?
