AC rad fan only coming on during start up

Hi there so I have an 08 xc70 with about 135000 on it and for whatever reason the AC radiator fan is only coming on during start up. It runs for about 2 minutes, shuts off which then causes the high pressure side of the AC system to slowly build to about 400 before it shuts off compressor. The system high side slowly comes back down which causes the compressor to kick back on but without the fan running the high side slowly builds again kicking of the compressor. When going down the road it seems like there is enough air flow to keep the ac on as it works great. But as soon as you stop the car, compressor kicks off without any air flow. The system pressure seems to be spot on it was 85 today and I was at about 46 on the low side and 240 on the high side. Any suggestions would be appreciated.
