Brake feeling survey for P2 cars

So my 08 s60 periodically feels like the brakes are not locking up. I cannot get ABS to activate on hard braking as the wheels will not lock up when its dry out. It still brakes well, however i am unsure if the system has air in it or some other issue. Sometimes in the rain it feels like the pedal has resistance mid travel and takes longer to stop.

The feeling is more like the wheels slow down to a stop as opposed to a full lock up. This feeling occurs when you fully depress the pedal at approximately 40kmh. Other japanese makes I have driven will fully lock up the wheels and activate abs on rapid braking.

The answers i am searching for are the following:
-does your car lock up when braking hard
-will said lockup consistently activate the ABS module
-does your pedal ever feel stiff while braking.

I have observed mine making a horrible grinding sound with a metal knock when I press hard. But mine also does feel like mid travel it isn't locking up as well as it should.

My 2001 V70 seems to always have a soft pedal feel, but stops very well on wet or dry pavement. I think with later generations of ABS you will not feel a pulsing in the brake pedal when ABS is working and you will never lock the wheels.

The 06 XC70 has a nice weighted solid pedal feel. The 02 XC70 has a soft pedal with a long travel, but work well otherwise. Fluid has been flushed and pressure bled and they were the same afterwards.
