So what is this VIDA, VADIS, DiCE ?

Having just recently picked up a "99 V70 GLT, I believe this stuff is part of the diagnostics for the car. So what is it exactly ?
Does this year no longer use OBD2 ? And if not, what do I need to buy in order to trouble shoot potential problems ?

Figured it out, sort of. Looks like I should buy a DiCE unit, but should also be wary of cheap knock-off units.
Any recent recommendations ?

I see that the latest posting on where to buy a DiCE unit mentions David Leach. Is he a supplier of these units ?
