This is when posts were open to anyone, no registration or logging in... just load the page and post via a form. I don't recall any abuse or spam.
These posts were recorded (appended) to an XML file. No database. When the page was loaded by a visitor the server would merely read the XML file and spit everything onto the page, putting the fields into their respective place on the page... model, name, date, post body, etc.
That's it. That's how much of the Web was back then.
