Diagnostic connector sending constant voltage 1993 850 GLT 2.4 20v

I am having issues with my transmission being stuck in limp mode and tried to use the OBD1 diagnostic box for codes but when I plugged it into the A1 port the light was constantly on and the button did nothing regardless of press duration. I then tried the A2 port and got no light at all. I tested for voltage on both of them and the A1 port gave constant 8.4V and the A2 was a constant 4.3V. They were also filled with a wax like substance if anybody knows what that could be. Thanks for the help.
