Steering fluid/ pump questions.

2013 S60 80K. I find the steering to have resistance. It's no longer a 'one finger' turn of the wheel. It does engage when the engine is started. I changed the fluid...full flush. I notice that the fluid does not circulate when I turn the wheel left/ right. The wife turns the wheel, I look in the reservoir (for those curious how I know). I thought that the fluid is supposed to show flowing when turning the wheel. What now?
