Headlights, tail lights and dash lights off - 1992 240

Help! The headlights, tail lights and dash lights all stay off when I turn the switch to the on position. However, the tail lights do come on when the park lights are turned on. High beams do work when the lever is held.

1992 240, 81,000 miles.

Headlamp Switch or bad fuses.
