When a mechanic says my car needs the front wheel bearing replaced what exactly does he mean?

It's the part behind the wheel/tire that the brake rotor attaches to. The bearings can't be replaced as it's a closed system. The entire hub that has the bearings in it has to come out and a new one go in. Here's what it looks like:
