as one who just went through this here is what i went through. Based on feedback from this site you will probably need to replace it if you can't get it to release.
Mine jammed with the belt extended. Jiggled several days then it retracted and locked and would not move. I took off the belt and retractor to try to release the belt and it still would not move. So I ordered a replacement from MySwedishParts.com for around $ 270 (dealer wanted $400). You'll need to disconnect the battery for about 20 minutes when you work on this. Replacing the belt and retractor is not difficult. Unscrew three or four bolts and remove and replace the column trim.
CAUTION - don't disconnect the belt apparatus unless you intend to reconnect the old one or put in a new one before you reconnect the battery. I drove it without the belt and now have to get the SRS reset which has become a major inconvenience.

You need to get a little slack in it first to release the tension. What if you unbolt the lower part of the belt, actually you could unbolt the top too . The belt may have gone in twisted or something. If you can't fix it, I would just get one at a junk yard. Probably get one for $20.
