brake promlems

Just relace the rear pads and bled, front pads and rotors recently done by shop.But i also checked and bled these also. no air.
SYMTOM
about 2/3rds of the peddle. brakes stop well but I think the peddle should be closer to the top of the travel range.Seems like most of the brakeing power is comeing from the front .It stops kind of hard unless you are very gental with the brakes.???????? could this be a abs controller problem ?
