1989 & 1990 760 AC problem

I am having the same problem with both my 89 760GLE and my 90 760 Turbo. That is, the AC is functioning and I can hear the blower working, but the air will only come weakly out of the defrost area. I cannot make it stronger or direct it to vent or any other location.
All fuses seem ok.
The 90 was working fine til a month ago and this happened. The 89 is a new car to me, but everything else in the AC system is ok (on both) according to a standard (non-Volvo-expert) mechanic.

I just checked the heater as well and it's the same situation, so it must be blower-related. Is there a relay or something that maybe failed and just won't change the direction of the forced air?
