This is a solution I found sometimes when I start my car turn signals don't work. Just no need to restart the engine, just push the key in the ignition and it will work just fine. I think it is a problem with ignition not turn signals.

The electrical portion of the ignition switch often causes problems on these cars.

It can be replaced:

Not a hard job.
