HEATER BLOWER PROBLEM IN 2002 VOLVO S40 TURBO

My heater blower in my s40 turbo blows intermitently from high to low. Doesn't matter what the temperature knob is set at. Low to high. High to low. Back and forth. Really annoying!
My mechanic replaced the relay because at one point the blower would not turn off. Then it just stoped, The relay replacement got the blower working again but did not fix the blower from blowing high and low. He told the next step was to replace the knob that regulates the speed. He also informed that the whole panel with the three knobs(speed,temperature,direction) was an integrated system and the whole thing needed to be replaced. I'm a little hesitant and wondering if there might be some other resolution to this problem as the price just for the integrated panel is $800.00 not including labor. Is there a cheaper fix for this problem?

This is usually the heater resistor starting to break down and is a common problem on that age S/V40.

One of the causes of the failure, apparently, is allowing the cabin filter to become choked making the fan work harder.
