fuel pump relay

suspect fuel pump relay faulty,1999 v70,,,any testing suggestions?

Check for power at the fuel pump.

Bypass the relay and see if the car runs.

Using a paper clip to jump between the socket positions associated with pins 15 and 87 on the relay is the procedure to by pass the relay itself. If the car runs OK the relay was bad, if you still have no fuel pressure then the fuel pump itself is likely bad.

4 terminals----15,87,31b,31 which do i jumper across?.... 87 seems to be 12volt hot

Put the jumper wire, a paper clip or whatever, between the socket positions associated with pins 15 and 87.

point taken lee,,tired yesterday did'nt read aswer thoroughly,,,,did that, still no pressure at fuel rail,,,also reading 0.5 ohms across those terminals,, with ign on,,,read somewhere should be 1.5,,any more recommendations?,i'm not so tired today, son needs to get back to school in this machine

If you have a voltmeter as it appears you do, check to see if there is 12 volts at pin 87 when the key is on. If so, listen to see if the fuel pump runs when the key is turned on (before turning it to start). If the relay has voltage but the pump doesn't run, as suggested above, check to see if there is voltage at the electrical connector to the fuel pump itself. I'm not that familiar with the connectors, but I think they are accessed through a plate in the back floor of the V70. I have an AWD myself which has the pump in a different location.
