while i was attempting to repair my odometer i decided to remove the "service light" bulb. basically its annoying to me. My understanding its just a reminder to change oil ?
Anyways, on doing so and putting everything back together, before removing the insturment cluster i always had a CEL light on. Now, no CEL.
By me removing the service light bulb has that caused my CEL light not to work ?

I removed the service light on my '98 S70 and my check engine lights still works. Maybe you had a one-time code that cleared out. Does the check engine light come on when you turn the key to the on position?

No,you don't need to pull out instrument cluster again. You can go under the wheel and remove plastic panel which is hold by 3 torx screws. After you remove it you can replace almost all instrument bulbs from underneath, except one of two bulbs for trip computer.
