Does an S70 OEM radio amplifier exist?

Is there, and where is; the OEM amplifier in a 98 S70...

Sure.
Depends on which system. Behind the radio or under the passenger seat.
But more to the point, is there anything plugged into the AMP connector
on your HU? If there is, you have an amp.

If it's anything like the SC-xxx radios in the '97 850, you can run the speakers off of the HU without the amp. Pull the amp connector off the back of the HU and wire the speakers directly to the HU. Do a search for a pinout chart of where the wire connect properly. I haven't seen a Volvo amp, but my guess is that the wires aren't long enough to reach the HU so you'll have to splice in extensions - not too bad if it's mounted in front of the heater core, but it'll be a pain if it's mounted under the seat.

If you're having a problem with the amp, it might be easier to replace it, either with a unit from a junkyard or an aftermarket amp.

for s/v70 the amp, when fitted, is just behind the heater core housing. That empty area that makes a heater core so easy becomes a tad less easy as you have to remove the amp. I can't remember if that is only on Dynaudio outfitted cars or if it is an amp that was factory fitted as some other audio upgrade. I have one and the wiring is very easy. Amp has leads that run up to the area behind radio and the other leads for power an ground wire in up there too.

SC 900s and 901s have the 4x50w amp UNDER THE PASSENGER'S SEAT
AN 815 or 816 does NOT have an amp. It's a small self contained amp in the radio.
Can you add one, yes, does it sound better, YES

Some 816's have an amp mounted in the center console down where the heater core is.
