Had new shoes installed 850k ago, the handle began to snug up after 2 or 3 clicks before
and it was again after the new shoes but have worn in and now I can pull allmost to the top,
How can I adjust the breaks from the handle?

The handbrake shoes are self adjusting so maybe you have seized adjusters ? .......... also check the linings are still bonded to the shoe !
To adjust the cable (which does stretch with time) ......... carefully prise off the trim at the base of the handle and lift the trim together with the glove. You will see the cable and the adjuster is covered by a small piece of plastic. Remove the plastic and tighten the 10mm nut until the brake is firmly on at 3 - 6 clicks.
